Ah, also I think that on the wiki page, tetron is using the chat console as an example of a place in TerAngreal to listen to for commands. Instead of chat commands, there would also be a way to create buttons in the UI, or new hotkey bindings. All of these things would just be objects that the things implementing "client actions" would be able to modify, listen to, etc.
