yes, it sounds like something has to be loaded on demand.
1. leave the computer alone for a while.
2. do an lsmod > before.lsmod
3. ftp somewhere. hopefully you'll see the time delay
4. do an lsmod > after.lsmod
5. compare the two files.
oh, is this behind a firewall? maybe the firewall needs to load the ftp
port forwarding module? do that on the firewall too, if you have lsmod on
the firewall.
60 - 90 secs is still quite a bit of time...
these tools will be useful in diagnosing what's going on:
strace, ltrace, tcpdump
