Hmm...
This seems to work:
Insert -> Header (or Footer) -- to create space for page numbers
Insert -> Fields -> Other
Page -> Page Numbers, set offset to -3 (or howmanyever pages)
Result: First three pages with blank header, fourth page with page
numbering beginning 1.
