Not sure if this will fill the bill, but it's an awesome ISP, it's a co-op built by bunch of network admins. They colo at Genuity (GTE). The downside (for you west coasters) is that they are in Chicago. But, I wouldn't doubt someone would be willing to do the hands on for a small fee, while you had root to do everything else.
