Yep, indeed it does.

Doesn't seem very well-answered, unfortunately, but at least I have a vague
idea of what it is (as you said, mod_throttle; specifically, semaphore stuff
it seems).


And oh my!  I'm tailing error_log and I just saw these pop up while composing
this message:
