I agree with your conclusion that it is a bad Idea to put it on *this* list.
But I don't agree with your
by sending it via mailing list, the server could decide when to send how
much. It could do it sometime during low peak (nighttime perhaps). It could
even further reduce the bandwith by making intelligent use of mailservers.
The files could then be downloades just from the (usually close) mailserver.
I think for small upgrades (up to ~100K) this could be a very smart
distribution. (some authors do it actually that way, see stricq)
for full archives I would rather like to see a separate list for this purpose.
