Well, your computer is awfully slow, old and outdated. I know how it feels
to surf with this one, I have exactly the same machine as spare (My main
amiga is a 060/PPC with 144MB RAM and a CV64). You can't
surf in 256 colours, AGA and a 030 are way too slow for that.
No bug in Voyager.
The problem is not the 50Hz, it's the Multiscan (31 kHz), which reduces AGA
speed by 50% and the 256 colors. Switch back to 16 or 32 colors and you will
be "able" to surf again. Buying a GFX card AND a new processor would help a
lot.
