Let's suppose there are 23 known bugs to be fixed before release. Some
will be five-minute bugs, some will be five hour bugs, and maybe there
will be a five week bug.

There is _no way_ of knowing how long it will take to fix a bug until
you have fixed it, or what proportion of the bugs will prove to be
difficult.

Also, more bugs will probably appear during the fixing period.

At some point, a programmer may decide on an interim release with some
bugs remaining. (Or abandon the program altogether.)

There is nothing peculiar to Voyager in this. PageStream, for instance,
is going through the same process. So are most programs.

I suggest you concentrate on asking some horses which of them is going to
win next week's races.
