If it did, you would know, so it doesn't. If the Flash plugin is installed
properly you ought to see a blank rectagle. In the upper left corner it
says something like "VFlash SWF Player bla bla bla... Loading 10 kB of 350
kb..." or something and a green progress indicator.
Do you have the appropriate files the correct place? You need:
VFlash.VPlug
VFlash_68060.module (depends naturally upon which processor you have)
located in PROGDIR:Plugins

No, probably not. I don't know how Voyager works, but I would imagine that
it scans the PROGDIR:Plugins directory and load any available plugins --
even plugins that it knows nothing about. Probably all files ending in
#?.VPlug :-)

Yes, it is supposed to be there. Try installing it manually, ie. unpack the
flash archive and copy the appropriate files to the PROGDIR:Plugins
directory. I think the two files mentioned above are the only necessary
files for Flash to work.
If you have the two files there, I have no idea what can be the cause. Then
I think you will have to see if Zapek can come up with an idea.
