I suppose that you have installed NetConnect3 in "Workbench:" partition.
right?
Net_C_onnect3 have the _C_ uppercase.
With the latest versions., CManager don't work me too.
I've reinstalled the version supplied with NC3 ( v 1.6) and it work fine.
Try this strange way: put _CManager 1.6_ (only the program) in Prefs drawer
put _Root_ drawer in Prefs
drawer
edit the file CManager_path
(in Env-Archive/Vapor) so:
"Workbench:Prefs/CManager"
Reboot and try if Voyager load the Bookmarks.
If not, you must send me, all the right paths of NC3.
