Yep. It's meant to be installed over the top of the last (3.2) release.

Sure. But there's a bug which Zapek found earlier in the week: if you
already have a V window open, any URLs passed to V (which should
open a new window) are ignored.

So starting a new Voyager session with a URL works. Passing a URL
to Voyager in the hope that it'd open a new window doesn't,
 
(you could set up OpenURL properly, then you can just say 

OpenURL file:///<filename>

or however, which works around this bug nicely by selectively using
ARexx ;)
