It's magic Outlook Express code for stuff like those stupid inbuilt stationary
options it has - it allows you to attach an image to a mail (for instance, a 26
kilobyte GIF file) and reference the attachment.

Most HTML mails reference images direct from the internet (for instance,
a banner advert or something from their own website) and wouldn't need
this.

There's no way V is going to support displaying this since it isn't a mail
client..
