Under all that, are you running RexxMast, and do you have MUI's
ARexx port-for-each-app turned on?
Once that's both sorted, you can go into your Toolbar prefs
window and make sure the back button is set to Command, GoBack.
This is a user screwup - Voyager converts buttons from old to new
format automatically so you must have changed it in the meantime.
