This would effectively disable progressive decoding of images making
layout just as "slow" - waiting for the image to fully download and
decode before it gets image sizes for potential relayouts. ATM V can
do this in tandem with the rest of the relayouting.
As for "everything slows down" - when applications use CPU time, this
happens. It's how all computers in all the world work. It's how all
applications on your Amiga work. Because you notice it more with
V is down to the fact that V is doing one hell of a lot more than other
apps.

There are PPC image decoders (and even a full PPC native browser) for
MorphOS. Run MorphOS!

Because V's image decoder constantly talks to the browser, and the context
switches from 68k browser to PPC plugin would cripple not only the browser
but negate any speed increase the image decoder would gain from being on
the PPC processor.
This has been explained MANY times before, please LISTEN this time so that
you don't end up asking the same stupid questions again and again!
