I've just had a look in the archives though and although the toolkit library gave a misleading image decoder error it wasn't the same as the one you're getting. Something else to check is the exact name of the "missing" file. I believe there was an issue with certain un-archive packages, renaming/changing the case of the files. It should be all lower case. So, to clarify. In the directory where you have the Voyager application, there should be a sub-directory called plugins.
