That's nothing to do with the Expires: header.

Pages that contain cookie data shouldn't be cached simply because
the cookie data can change: your shopping cart pages probably don't
have Expires headers (my message board certainly doesn't) but in
IE they will work fine.

This is because IE knows to set pages as "dirty" in the cache when
cookie data for their domain changes.
