I have win 8.1 and Shrewsoft is working. Try Disable IPv6 in your
network card. Check if you have multiple IP configured, you should have
just one IP otherwise you could have problem

I've tried the uninstall, registry cleaning, reboot, install
procedure several times. No luck. Simply installing seems to kill
the entire network connection for the Tablet. No network access at
all. It does get through the installation process with no error
messages, and the actual program runs. It might even work - if the
install didn't also kill the network connection.

There is somtimes, some issue with Windows 8.1 Update.
Do you have try to remove Shrew driver ? (and restart)
