You can try to add the following configuration in the file
/etc/vpp/startup.conf, Maybe it can fix your issue.
unix {
cli-listen /run/vpp/cli.sock
}

when i run the vpp as a service - service vpp start it fails with error:

if i run it interactive - it is OK
