I noticed something today using v19.04-rc0, running Ubuntu 18.04

Fresh install, nothing modified, cloned straight from https://gerrit.fd.io/r/vpp

Either built manually or via vpp/build-root/vagrant/build.sh, then installed 
non-dev and non-debug debs

When NOT using workers, latency is fine, but when enabling workers from the 
startup configuration, even just a single worker, immediately increases the 
latency by 20-40 fold
Not using NAT, simply adding an IP to one of the interfaces, and pinging a host 
on the same subnet.

I've attempted to play around with rx-placement on the interfaces without any 
success. Placing them all on the same worker increases the latency to 25-27 ms

I've tested this on three different machines, both physical and virtual, some 
running Skylake-X, others running Ivy-EP all displaying the same issue.

No workers:
0.25 - 0.38 ms latency
Any other number of workers:
10-28 ms latency depending on rx-placement
