Did you whitelist the PCI devices in VPP configuration ( https://fdio-vpp.readthedocs.io/en/latest/gettingstarted/users/configuring/startup.html#dpdk)? If you are using CentOS/RHEL, can you try disabling SELinux ('setenforce 0' under Linux) and see if it is better?
