As an update for the readers on this list (thanks to those, quite a few,
who reached out with encouragement!), I have completed the Netlink
Listener, which I documented in
https://ipng.ch/s/articles/2021/09/02/vpp-5.html
I took the existing code in pending gerrit
https://gerrit.fd.io/r/c/vpp/+/31122 and added the ability to create the
four standard types of subinterfaces using 'ip link add link ...'
semantics, and then grafted over the routing table and FIB interaction code
from Neale and Matt's previous work.

For the curious, you can see me loading OSPF and OSPFv3 and then loading a
full IPv4 and IPv6 table in this screencast: https://asciinema.org/a/432943

Still hoping to make the VPP 21.10 cutoff (Sep 22), so anybody who can help
complete the review and commit cycle, would be greatly appreciated. Thanks
to Matt so far for his review on patchset #1 (of 3).
