Over the years, we've had quite a few questions on this list from folks who were confused on the dynamics between Linux CP's netlink listener, startup.conf, setting the default namespace at runtime, and creating interfaces in alternate namespaces.

Historically, lcpng opens the listener after the first LCP interface is created. https://gerrit.fd.io/r/c/vpp/+/44888 copies this behavior to Linux CP.

I think it would be better to open the netlink listener after the first LCP interface is created, rather than at startup.
