1)Is your webserver setuid to run as root?
2)When you go to that script in your browser do you get an error about your acl file?
It's one persnicketty file and hates it if it's not formatted just so. 
Check for extra spaces at the end of each line and remove them if they are there.
3) what *exactly* happens when you go to it in your browser?

Hi, you can verify this....
 
    This could be a great deal of things.  Most likely it's
    related to the .htaccess file you setup.  Make sure it's
    readable by the webserver.
