[vqadmin] Running vqadmin

I apologize for asking such a simple question. Could someone please send me the address to start vqadmin from a web browser.  I believe I have it set up right but can’t get it to run. I type in localhost/cgi-bin/vqadmin/vqadmin.cgi and get a forbidden web page.   John Morrow
