I am using qmail-smtpd-auth (http://members.elysium.pl/brush/qmail-smtpd-auth/) with qmail and vpopmail.
If anyone knows a way out to disable Outgoing SMTP for certain users. (I am not using POP-before-SMTP).
Neither of these seems to do the trick: disable_external_relay disable_smtp
