[vqadmin] RH9 and Vqadmin 2.3.6

Hello,
       I have installed VQA2.3.6 with VPOP5.2.30 with apache1.3.28 and have an 
authentication issue. I have VQA2.3.2 work nicely on my RH7 VPOP5.2.1 with 
apache1.3.28. I triple checked the file and directory permissions and settings from 
the working version against the broken one. I get the login but will not authenticate. 

I'm hoping someone has fix an issue like this!
