Hello,

I did solve the problem. It turns out that apache was running as
www-data.www-data and the /home/vpopmail/domains was owned by
vpopmail.vchkpw
Rather than mess around with the permissions on all the associated qmail
files I changed apache to run as vpopmail.vchkpw and added www-data to the
vchkpw group.
