Actually, the problem isnt 100% solved yet.  VQAdmin can read all 
existing domain information, but it can't add new domains.  THe error is 
"cant update file".  I assume its a permissions thing, but I'm not 100% 
sure.

My vqadmin.cgi is:
-rwsr-sr-x  vpopmail wheel  vqadmin.cgi
