[vqadmin] installation problem ? [upgrade to v...]

hi all,
i've vpopmail 5.4.13 installed. but when i try to configure vqadmin, i get the following error :
> configure: error: No vpopmail etc/lib_deps file. Upgrade to vpopmail-4.9.8 or above
how can i fix this error and  complete installation ?
nothing in docs related with this error :'(
