I would read it in the following way:

 - bash executes /usr/sbin/newvserver
 - this somehow uses /usr/bin/shellmod
   (which is an interpreter to run linuxconf
   modules with /bin/sh)

so either /usr/bin/shellmod doesn't exists
or the called shell (probably /bin/sh) is
missing while executing some script ...

anyway newvserver is linuxconf stuff, so it
will require a working linuxconf setup ...
