I was trying to get it working using xinetd but encoutered the same problem. I have removed xinetd from my startup scripts, so it is not running. ProFTPd is the only ftp server installed on my system.

Do you have an ftpd or (x)inetd running on the host-server? If so, make sure its stopped or bound to the core ip only.
