which: no chcon in 
(/sbin:/usr/sbin:/bin:/usr/bin:/usr/X11R6/bin:/usr/local/script:/usr/local/bin:/usr/local/sbin)

/usr/sbin/chcontext

so looks like something either PostreSQL specific or
installation specific to me ...
