We had discussed doing this. (See the list archives.) The issue is in ssphys, the program that converts the binary VSS files to XML. It's hard-coded to claim the encoding of the files. You can edit the line that installs the encoding in the XML file to your desired encoding. A patch to make this a command line parameter would be welcome.
