Just tried installing that package and get the same error.
It doesn't matter, you only need to install additional packages if the
vss2svn script gives errors about missing packages.
I used the module names reported by the error messages rather than the
package names he suggested... so would have been "ppm install
XML::Parser" rather than xml-sax-expat, and it works just fine.
