Looks like I took an unexpected shortcut.  On this version there is no
ppm3.bat, but there is a ppm.bat and a ppm-shell.bat.  I picked the
ppm.bat which brings up a nice GUI.  After seeing your message it became
clear you were all talking about command line functions.  Ppm-shell.bat
brings up the "apparently" older command line version. Using that to do
the install of xml-sax-expat, it complained about reverting to an older
version of xml-sax and said to use --force to make it work anyway.  I
did, it did.  Thanks. Now back to the original test.
