I'm not an expert on this, but I ca share what I think I know about the issue you have. VTCL is used to develop visual TK or GUI applications. It's not clear to me what you mean by opening your TCL/TK application. If you simply want to open it you could create a top window, run an exec command in the main procedure to open your app and then hide the top window.
This is a lot of work to simply open an application and really gains you no value. If you are trying to edit, control the TK portions of your application via VTCL I can't help you here. I'm not sure you can do this.
