vTcl requires Tk 8.3.2 or higher.

On Digital unix ,wish8.0
when i run wish vtsetup.tcl i have this error :
bad option "join": should be atime, dirname, executable, exists, extension,
isdirectory, isfile, lstat, mtime, owned, readable, readlink, root, size,
stat, tail, type, or writable
while executing
"file join $env(HOME) .vtcllibs"
invoked from within
"set vTcl(LIB_FILE) [file join $env(HOME) .vtcllibs]..."
(file "vtsetup.tcl" line 28)
What is the problem ??
