The Tcl community operates in a different manner than most other
communities.

Most open source communities develop leaders, roadmaps, etc.

Most of the tcl projects consist of programmers who get code to the
point where it works, mostly, for them and then they move on to something
else.  In some cases, the developers are around to answer questions
and discuss bug fixes; however, in other cases, the original developer 
has other concerns.  In these cases, either someone else steps up to
take over support, or the software remains open, available, but relatively
'stable' - i.e. unchanging.
