 Anthony,

 I'm assuming that your wanting to talk to a plug-in board of some
 sort. Since this usually requires a driver, you're going to need
 to write loadable tcl module (in C) that provides an interface to
 the board. At that point, it becomes transparently available to
 vtcl as tcl commands.
