I am going to ask some questions.  I hope you can forgive me.  My
tendency though is to try to find out what it is that folk _really_ want,
rather than answer the first question they ask.  Typically, in the
times when I am asked questions like you asked in your msg, I find
that it turns out that the person is wanting to do something else and
thought that, to be helpful, they would ask an 'easier' question.  And
I find that typically when I find out the 'real' question, the answer
is quite a bit different than the answer to the first question I am
asked would be.

Is vi editing the passwd file _really_ what you are attempting to do?
Normally one can't write to the passwd file.  And on contemporary Unix
systems, /etc/passwd isn't really even the password file - it's a 'shadow'
version of the real file.

Are you stuck with some version of vi, or can any vi work?
The next generation of vi from BSD, called nvi, has the option to be 
configured to embed a Tcl interpreter in it.  Then, one can communicate
between it and other Tk apps.  With this version of vi, you could then
have your Tk application "send" commands to a graphical version of vi.

Finally, if what you are wanting is a GUI interface to changing pass
word files, check out tkpasswd, a nice GUI interface to changing passwords
that comes with the Expect Tcl extension (see http://expect.nist.gov/ for
Expect).
