Has anyone sent stuff directly to the West Bank using DHL or FedEx?

I'm trying to send some penpal letters to Bethlehem, but DHL won't guarantee 
delivery without a full address like we have here.  Problem is, I don't 
think my contacts in Bethlehem have street addresses or postal codes.  I'm 
also not sure what I should put for a country.  Even though DHL has an 
office in Bethlehem, the only country they recognize is Israel.  They don't 
recognize Palestinian Authority as a country like Western Union does.

All I have from my contacts is NAME, CITY, WEST BANK, and a phone number.  
We're assuming that once a package makes it to the Bethlehem office, that my 
contacts can just go pick it up.  So I'm wondering if the street address is 
really necessary anyway.
