If by "custom module" you mean "openVXML plugin", then, yes, the module
is available to all applications created with the instance of Eclipse
that has said custom module's Jar file deployed.  Creating an openVXML
plug-in custom module requires knowledge of Java and openVXML framework
APIs.

 

If by "custom module" you mean a dialog, then, no, the dialog is only
available to its containing application.  IIRC, there isn't good
cut-and-paste support yet, so it is a matter of moving XML elements
between CallFlow.xml files, if you wanted to move a custom dialog from
one application to another.
