I believe it to be working with the -t option,  What is the best way to test?

I hope not! Maybe compiling it as a module is different, although it
shouldn't make a difference as far as I know.

You can pass the -t option to vuurmuur (not vuurmuur_conf) to bypass the
caps checking. Can you try that to see if the rules are created
successfully?
