This page (http://www.apache.org/dev/version-control.html) claims that one way to enable access to svn is to reset the password at https://id.apache.org/. I'm not sure why this would work, but it's worth a try.
Also, it would be interesting to know how this issue: https://issues.apache.org/jira/browse/INFRA-6628 was fixed since it looks quite similar to your problem.
