There is a reason I reviewed the VXQuery release but did not VOTE. I considered 
a provisional vote for with the understanding that since the issue in LEGAL-182 
has not been resolved another release in the Incubator would be needed. I 
didn't think that was viable. So, I've said nothing. LEGAL-182 makes some 
references to LEGAL-179 about that tracking positive and we know that result 
was negative.

If some of the others that think it's OK and want to VOTE +1 for the release 
that is fine, it is there VOTE and I am not -1. I am a -0.

The Incubator barriers are about producing proper releases. If there are not 3 
IPMC willing to vote +1 on a VXQuery release then what makes you think that a 
pTLP would be better.

Podlings do need to learn to handle legal-discuss. Go and get resolution on 
LEGAL-182, maybe the release VOTE will pass, or the proper way to build the 
release will be acknowledged.

I think that the Incubator is working fine, but the particular mentors / 
members should work to get an answer for the podling.
