Git Migration

Hi VXQuery Team,

I have created an Infra JIRA to initiate the creation of the new Git 
repository. It can be found here: 
https://issues.apache.org/jira/browse/INFRA-7207

I have requested our git url to be 
https://git-wip-us.apache.org/repos/asf/vxquery to be consistent with 
the URL format mentioned at https://git-wip-us.apache.org/
