Keep in mind it's probably nothing todo with crappy upstream but that cisco uses a default of 4 hours for arp caching. Without their arp-table being deleted, they have no way to flush your old cisco mac_addr out and to install the vyatta mac_addr.
You could call in to your provider and have them delete your old arp or request that they change the arp timer from 4 hours to like 10mins as a temporary fix.
