For now, the only way to get topic filenames like
"fire_alarm_network_annunciators.dita" is to edit your DOCX document
using MS-Word and insert a *Bookmark* before each paragraph having a
"heading" style, whether stock style ("Heading 1", "Heading 2", etc) or
custom style.

It's the Bookmark name which is used to create the DITA topic filename.
