How does the w2x tool handle empty paragraphs (see attached sample docx
file)?

They are automatically discarded when generating semantic XML.

They are kept only when generating styled XHTML (that is, HTML looking like the DOCX document).

It appears that they do not appear in the resulting topic file.
Is this how the tool should work

Yes.

Empty paragraphs are almost always used by the MS-Word author to add some vertical space to her/his document. Keeping these would make no sense when converting the DOCX file to semantic XML.

and Is there an option for specifying
whether empty paragraphs should be kept?

No.

Our documentation is up to date. If such option existed, it would have been documented here:

XMLmind Word To XML is highly customizable/extensible. There is almost no problem a short XED script could not solve.

See "Going further with w2x", https://www.xmlmind.com/w2x/_distrib/doc/manual/index.html#going_further

See "The XED scripting language", https://www.xmlmind.com/w2x/_distrib/doc/xedscript/index.html

It's important to stress the fact that if you were a customer, you would be breaking the terms of "XMLmind Word To XML support policy":

Excerpts from https://www.xmlmind.com/w2x/support_policy.html:
---
XMLmind Software is a small company and as such, we do not have a dedicated support team. All your questions will be answered by the software engineers who develop our products. This means that you are guaranteed to get the most authoritative answers possible. Moreover, we'll do our best to respond to your support requests before the next business day. On the downside, we have to limit support requests to one new topic per week and per customer.
---

So, in a nutshell, you should not expect much assistance from us (quickly answering your questions; writing short XED scripts for you to solve your problems; etc), and this, even if you were a customer.
