Can the software convert Word document styles to XML with tags?

No, XMLmind XSL-FO Converter cannot do that. See https://www.xmlmind.com/foconverter/

We have another commercial product designed to do that (though DOCX is the only supported input format): XMLmind Word To XML, see https://www.xmlmind.com/w2x/

However you'll have to parameterize it to map Word styles to XML elements and attributes. See "Using the setup assistant to create custom conversion specifications", https://www.xmlmind.com/w2x/_distrib/doc/w2x_app_help/options_wizard_style_mapping_screen.html and also https://www.xmlmind.com/w2x/_distrib/doc/w2x_app_help/style_mapping_editor.html

Moreover if you do not target one of the following XML output formats: DITA, XHTML, DocBook, then it's certainly possible but it gets more technical. See "Generating XML conforming to a custom schema", https://www.xmlmind.com/w2x/_distrib/doc/manual/index.html#generating_custom_xml
